President Bruce Owdley

President Owdley has been in law enforcement for over 24 years as a correction officer, Deputy Sheriff, and a Police officer. Being born and raised in the inner city of Houston, Texas he has experienced first-hand the pitfalls that may be present in the streets of Houston as a youth and as a police officer. He has a Bachelor of Science in Computer Science from Texas Southern University, Master’s of Science in Strategic Leadership from Mountain State University, a graduate certificate in Administration of Justice from Midwestern State University and is currently in a dissertation for a Ph.D. in Business Administration with a concentration in Information Security at the Northcentral University. He is a TCOLE licensed instructor, TCOLE Certified Cyber-crime Investigator, Certified Fraud Specialist and Certified Fraud Examiner. He is currently assigned as a detective with Houston Police Department Cyber-Financial Crimes Division. He possesses several industry certifications and teaches courses at the Houston Police Department in Identity Theft, Burglary and theft, and Financial Crimes investigations and is a licensed mediator trained by the Harris County Dispute Resolution Center. He has held several executive board positions in many fraternal and industry organizations through his lifetime, to include the Afro American Police Officer’s League (AAPOL) (Vice-President) and the Association of Certified Fraud Specialist (ACFS) (President), President of the Houston Gunners, Houston Police Department Football Team and inaugural board member for the Houston Chapter of Association of Certified Anti Money Laundering Specialist (ACAMS), Vice Basileus for Nu Phi Chapter of Omega Psi Phi Fraternity, Inc. and Worshipful Master for Sons of Solomon Lodge#8, just to name a few. He is a proud Air Force veteran and firmly believes in family and spiritual empowerment.

Vice President Eric Carr

Eric has been an officer with the Houston Police Department (HPD) for over 15 years, and the past 10 years have been devoted to criminal investigation. Eric is currently a detective with the HPD’s Financial Crimes Unit where he specializes in ID theft & Elder Exploitations. He teaches courses to hundreds of police cadets and peace officers annually on how to investigate financial crimes. Eric is the president of the Afro American Police Officers’ League, the co - founder of the Black Law Enforcement Association, a board member on the Lieutenant Governor’s Law Enforcement Advisory Committee (2017), a member of the Houston Youth Violence Prevention Coalition, a member of Association of Certified Fraud Examiners, and the National Financial Educators Council. He also serves as parliamentarian in the Houston Police Officers’ Union. Eric holds a Master Peace Officer license and Mental Health Officer certification by the Texas Commission on Law Enforcement. In 2012, he became a certified law enforcement instructor and most recently, Eric took his field work into the classroom by becoming an adjunct Administration of Justice, Professor at Texas Southern University where he strives to encourage students to think innovatively.

Treasurer Marquese Walker

Treasurer Marquese Walker is native Houstonian who grew up in the Greater Northeast - Houston area and has over 21 years of law enforcement experience. He began his career as a Reserve Deputy Constable (Precinct 6) - Harris County in 1997. Later on, he transitioned to full-time police work, beginning a career with the Houston I.S.D Police Department as an adjunct police officer, then coming onboard the Houston Police Department in January of 2002 as a lateral transfer. He spent his first years in patrol, assigned to North Patrol Command where he was a part of TRU – Targeted Response Unit, in the Acres Homes and Greenspoint area which was the beginning phases of what is now known as crime suppression units. As a second patrol assignment, he was assigned to South Central Patrol – Patrol Region 2 where he became a Field Trainer and Field Trainer Evaluator, assigned probationary police officer(s); assigning practical real-life simulation, homework to assess skills and knowledge of Penal code, Code of Criminal Procedures. Evaluated final stages for patrol readiness, use of city vehicles, equipment, firearm weapons use, public awareness, prisoner control, applicable laws, and filing charges. He finally settled in an administrative position within the Burglary and Theft Division assigned to Intake, then transferring into a regular squad as an Investigator in Property/Alarm/Pawn Detail. SPO Walker has his Bachelor’s Degree in Psychology and Master’s degree in counseling and Theology from Columbia Southern University and Houston Graduate School of Theology respectively. Additionally, he is pursuing his Doctor of Psychology, (PsyD). SPO Walker is currently an LPC intern with Enlightened Psychotherapy, seeking his LPC State license, since 2015. He has gained experience in a broad range of clinical issues, with behavior assessments and case management. He provides individual counseling to teens, adolescents, adults, and families on a full range of human issues with underlying determinants or behaviors. He has a membership with the American Counseling Association and the Texas Counseling Association. SPO Walker is a proud Christian, husband, and father, who has committed his life to helping others in need.
